









Area: 10,000 m² The design aims to create a building that optimises institutional functions by combining functional and spatial requirements, while operating in an ecologically and technologically sustainable manner. By connecting public spaces with office areas, the building defines the urban edge and offers an iconic urban element that integrates fundamental city trajectories with the local topography. The drop-off area is located at ground level, between the river and the urban street elevation. This position maintains a visual connection with the distant landscape and reserves space for future development on the site. This access also serves as a window towards the distant landscape and the river. At the same time, it provides the city with a place that overlooks the scenery like a ship's bridge. The building is divided into several masses above the drop-off area between the city and the river, creating open terraces between them. These terraces draw the riverside landscape into the building and restore the visual corridors of the old town. The two core buildings are flanked by parts that connect to the street level. The eastern mass contains the main auditorium, a multi‑function hall, and a restaurant on the second floor. The restaurant is connected to an open viewing terrace. The main auditorium occupies two storeys and can therefore be accessed either from the outside at the upper level or from the inside at the lower level.
